Choosing a casino software route in Canada?

Get an honest comparison of platform, white label and custom options.

Regulatory information last checked: October 17, 2026. This is market and engineering information, not legal advice. Confirm registration requirements with the regulator or a gaming lawyer before you sign a supplier contract.

Short answer: Casino software providers in Canada fall into six types: full platform providers, game studios, aggregators, turnkey or white-label providers, custom development partners and specialist module vendors. Which one you need depends first on where you will operate. In Ontario and Alberta, suppliers of gaming systems must be registered with the provincial regulator, and operators cannot use unregistered suppliers that would need registration to serve the regulated market. Quebec and British Columbia remain run by provincial operators.

  • Ontario: suppliers register with the AGCO, and operators sign an operating agreement with iGaming Ontario.
  • Alberta: the regulated market launched on July 13, 2026. Suppliers register with the AGLC.
  • The first filter: a provider's registration status, not its game library.

How the Canadian market is split in 2026

Canada does not have one casino market. It has provincial ones, and they work differently.

ProvinceModel (as of October 2026)What it means for software
OntarioOpen, competitive market. AGCO regulates and iGaming Ontario manages commercial agreementsRegistered operators and AGCO-registered suppliers
AlbertaOpen, competitive market launched July 13, 2026. AGLC regulates and the Alberta iGaming Corporation handles commercial contractsAGLC-registered operators and suppliers
QuebecRun by the provincial operator, Loto-QuébecSupply goes through the provincial operator
British ColumbiaRun by the provincial operator, BCLCSupply goes through the provincial operator
Other provincesMostly provincial operators. Confirm each province before planningCheck locally

Confirm Quebec, BC and the other provinces before you plan around them, because provincial policy can change.

Supplier registration: the part buyers skip

In Ontario, a company that makes, supplies, installs, tests or maintains gaming equipment for an iGaming site must register with the AGCO. Suppliers that run critical gaming systems also have to show they meet the Registrar's Standards for Internet Gaming, using a control activity matrix, and confirm their technology is compliant before go-live. The AGCO's Standard 1.22 goes further: operators and registered suppliers must not deal with unregistered parties that would need registration to serve the regulated market. See the AGCO's iGaming supplier requirements.

Alberta copies much of the Ontario model. Operators pay a one-time C$50,000 application fee and C$150,000 a year for each iGaming site. Suppliers that are platform providers or critical gaming systems providers pay C$15,000 a year, and other suppliers such as e-wallet providers, odds-makers and integrity monitors pay C$3,000. The Blakes overview of Alberta's registration process explains the steps.

The practical rule is simple. If a provider cannot show you its registration for your target province, you cannot launch with it there.

The six types of casino software providers

Most real projects mix types: a platform or custom core, an aggregator for content, and specialist vendors for KYC and payments. If you are comparing routes, read how to build an online casino platform in 2026, then see what a white label launch really involves.

How to choose a provider: ten questions

  1. Are you registered with the regulator for my target province, and can I see it?
  2. Which Registrar's Standards controls do you cover, and what is your evidence?
  3. Which independent lab certified your RNG and games, and for which markets?
  4. Who owns the player data, the ledger and the source code?
  5. How does your wallet handle retries, rollbacks and reconciliation?
  6. Which Canadian payment methods do you support, including Interac?
  7. What do responsible-gambling tools look like for the player and the operator?
  8. How do you handle regulatory changes, and who pays for them?
  9. What is the exit path if we leave? Can we migrate players and data?
  10. Can I speak to a live operator in Canada who uses you?

What a Canada-ready product needs

  • Canadian dollars and local payments. Interac e-Transfer is widely used, so a card-only cashier will convert poorly.
  • Bilingual support. If you serve Quebec, plan English and French across the product and support.
  • Responsible gambling controls. Deposit and loss limits, time-outs and self-exclusion built into the player flow.
  • KYC and age verification that fit provincial rules. Our KYC and AML architecture guide covers the controls.
  • Audit-ready logs. Regulators and labs will ask for them.

How providers charge

Pricing varies widely, so compare models rather than headline numbers. Platform and turnkey providers commonly combine a setup fee with a revenue share. Content suppliers and aggregators usually take a share of gross gaming revenue. Custom development is priced by scope and time. A low setup fee often hides a high revenue share, so model three years of costs before you decide.

Red flags

  • Vague answers about registration ("we're in the process") without dates or file numbers
  • No clear certification for the specific market you want
  • Locked-in data or source code with no exit terms
  • Revenue share quoted without a cap, floor or review clause
  • Reference customers who cannot be contacted

Where custom development fits

Custom development makes sense when you want your own wallet, back office or content layer, or when a platform provider cannot give you the control you need. It also fits suppliers building components. A build like our slot aggregation platform work shows the pattern: one core, many integrations, strong reporting. We are a development company. A regulated Ontario or Alberta launch still needs the right registrations held by the operator or supplier entity, so we plan builds around that from day one. Our Canada casino and sportsbook development team can scope it with you.
